Frankly, there is not a lot of canon history for him. He's in the anime (and the game) somewhat, where Arbitro uses him as a pleasure slave, and allows him to go out and "sniff" out people who are cheating at the game so that they can be punished.
Here is what IS in the canon, which doesn't appear in any of the wikis I've found for whatever reason:
Kau was sexually abused by his parents, before Japan was torn apart by war (and before Arbitro started running the game in Toshima). Arbitro saved him from this fate. He considered the boy beautiful, though small and underfed.
Arbitro trained Kau to become a human animal, basically. He also trained the boy how to serve him - and others - sexually. Eventually, Arbitro cut out Kau's eyes, and covered them with a leather mask that he pretty much never takes off. He also damaged his vocal cords so he isn't able to speak.
While Arbitro did come to consider Kau a valuable work of art, he also treated him as less than human. Due to this, and due to Arbitro locking him up and making him entirely dependent on the man, he developed something like Stockholm Syndrome. He became unable to think about anything other than pleasing his master, and even came to anticipate and enjoy the rough way Arbitro would treat him.
Arbitro also enhanced Kau's sense of smell so he would be useful as a sort of human bloodhound. He wasn't the first "pet" that Arbitro altered, but he did live through it, and the enhancement took. Because of this, Kau was also trained to use his well-developed sense of smell, and Arbitro would send him out on walks, using him to sniff out dog tags and help the Executioners find cheaters. Even if the boy got hurt, it didn't matter, as Arbitro would find a way to heal his wounds. The only scars he ever allowed Kau to have were the ones he inflicted on him, purposefully.

□ Personality: Kau is, probably above anything else, obedient. He follows Arbitro as if he were an actual dog, and responds to his touch, his voice, his commands. He tries very hard to please his master, and to make him happy. He can sort of sense when Arbitro is angry or agitated, and he tries as best he can to soothe or comfort him. This obedience is obedience to a fault, as he even stays by Arbitro's side if Arbitro hurts him or takes something out on him.
Kau also obeys others that have been given any power over him. He follows Kiriwar and Gunji out when they hunt down people who are breaking the rules, and sniffs out (literally) rule breakers for them.
At least partially because he can't see, he isn't upset by blood or dead bodies. He has a heightened sense of smell, but he reacts the same to dead bodies as living ones - by not really reacting to them. He doesn't show much, if any, normal human emotion. He shows signs of having Stockholm Syndrome, however, in the way he's overly attached to Arbitro and tries very hard to please him. He's obviously suffered at Arbitro's hands, as he can't see or speak anymore due to something that was done to him. He also has a large x-shaped scar across his body, presumably caused by Arbitro. (More than once, Arbitro refers to Kau as his work of art.)
Kau trusts Arbitro so implicitly that he doesn't think to distrust anyone that Arbitro allows to be near him. His sense if self-preservation has been trained out of him a little bit in this regard, though he can still feel and express fear.
Kau is masochistic, and enjoys the rough touch that Arbitro gives him in anger as much as any other touch. This would be true with anyone else he interacted with, too. Some of this is just the way Arbitro trained him, some of it is suffering early sexual abuse by his parents, but some of it is most likely natural inclination.
He acts very much like a dog would, thanks to Arbitro's training (or brainwashing, depending on how you'd like to put it). He will greet familiar people by "jumping" up on them (like raising up onto his knees or feet and putting his hands on them, smelling their faces, even licking them - depending on the person).
(Note: I've tried to make Kau a little more human in my interpretation, due to the fact that otherwise he wouldn't be easily playable. You can see that reflected in my test drive meme samples, which are linked in this application.)
□ Age: mid-teens (no canon age given; if I'm required to give one, I'd say 14-15)
□ Gender: Male
□ Appearance: Kau doesn't have a canon height, but he's young and not exceedingly tall so I'm going with about 5'6" for this. He has silver hair that is past his chin, and his eye color is unknown. I consider eye color irrelevant since he wears a leather mask perpetually through the series and he doesn't have eyes anymore anyway.
Kau is very thin, perhaps a bit too thin. He has an x-shaped scar across his torso, presumably due to something Arbitro did to him.
He has pierced nipples, and two more piercings down his torso on either side, spaced so there's a line of three piercings on either side of his chest/torso.
He also has a very thick scar at his throat, which will have been healed almost entirely (though traces of it will still show) upon his arrival in the game.
□ Abilities/Powers: Kau has heightened senses (thanks to surgical alterations AND due to the fact that his senses developed further after Arbitro ruined his eyes). The most developed sense is his sense of smell, and he has been trained the way a dog might be, to follow scents. Specifically in the canon he sniffs out dog tags, but this skill could be utilized in other ways as well.
Despite being blind, Kau can move around very well. He isn't awkward or anything. He's also used to moving around either with his arms tied behind his back, or on all fours. Both of these are second nature to him now.
□ Personal Items: the little amount of clothing he wears; nothing else.
NOTE: Considering Kau would be really difficult to play with the restrictions he has, upon arriving in the city, I'd like to give him his voice back. He'll still be blind, but I was thinking the chip could function so that if someone were to post in something that might be text-based, he'd still hear the words, so he wouldn't be excluded. Any video post he made would show a blank screen.
